Residential Water Assistance Program
Dollar Energy Fund

It’s easy to take water for granted. At the RWA, we don’t. We understand the value of providing high-quality water service and what it means to our customers on a daily basis. Unfortunately, some individuals and families are at risk of losing service because they can’t pay their water bill. For disadvantaged customers who need assistance, the RWA’s Residential Water Assistance Program can help. In recognition of the unique challenges facing many people as a result of the COVID-19 pandemic, the RWA is temporarily making this program available to more residential customers. In addition, we are provisionally expanding the program to commercial and industrial customers.To apply, or for more information on qualification requirements, contact the RWA’s program administrator, the Dollar Energy Fund, toll-free at 1-888-282-6816 or call us at 203-562-4020.

Residential Customers

Requirements

  • All applicants must provide verification of income.
  • The account must be residential: either a single home, multi-family home or apartment that has a separate water meter. Tenants living in a single family dwelling (multi-family or apartment that has a separate water meter) must demonstrate that they are responsible for the water bill – even if the bill is in the landlord's name. Commercial and industrial  accounts and apartments with shared utilities are not eligible.
  • The bill must be in the applicant's name, and the applicant must currently live at the premises.

Maximum Grant

  • The maximum grant amount an applicant may receive is $175.
  • Applicants can only receive one grant every 12 months.

Income Guidelines

The total gross household income must be at or below 250 percent of the 2024 Federal Poverty Income Guidelines as shown in the chart below.

Commercial and Industrial Customers

Requirements

Businesses can apply for the Residential Water Assistance Program by completing an online application. Applicants will be required to submit a copy of their bill showing that they are a small commercial or industrial account. Applicants must fall under one of the following non-essential business categories:

  • Gyms and Recreation Centers
  • Indoor Public Amusement
  • Restaurants
  • Retail
  • Salons and Spas
  • Theaters

If a business does not fall under one of the non-essential business types but was impacted by COVID-19, they will have the ability to choose COVID-19 Related Business and will be required to explain how their business was affected by COVID-19.

  • Applicants can only receive one grant every 12 months.
