Our Leadership Team

President, Chief Executive Officer

 Larry Bingaman is President and Chief Executive Officer. Since taking the helm in 2009, he has led the RWA through many financial and operational successes, including the development of the company’s first integrated five-year strategic plan, the achievement of the highest bond rating in the RWA’s history and the establishment of new operating and productivity initiatives that have saved customers millions of dollars annually. 

Larry leads with a keen focus on sustainable and conscious business practices and is deeply involved in the New Haven community.  He is the immediate past chairman for the Greater New Haven Chamber of Commerce Board and serves on the President’s Executive Council for Gateway Community College, as well as the Business Advisory Council at Southern Connecticut State University. Larry is a 2016 inductee to Gateway Community College’s Hall of Fame and received the college’s Corporate Award for his commitment, dedication and support of higher education and social change. He is also a 2017 inductee to Junior Achievement’s New Haven Business Hall of Fame for his contributions to the prosperity of the region through his leadership in business and to the community. Larry and his wife Martie are 2017 Alexis de Tocqueville Society award recipients for their personal leadership, contributions and long-time commitment to United Way and the community at large. He is also a founding partner for New Haven’s Social Venture Partners and founder and Chairman of the Connecticut Chapter of Conscious Capitalism. 

Larry holds a Bachelor of Science degree in business administration from California State University at Long Beach and an executive MBA from the University of New Haven.  An honorary Associate’s degree was conferred upon Larry at Gateway Community College’s 26th Commencement Ceremony in 2018. He is currently pursuing a PhD in Leadership and Change from Antioch University. 

Executive Vice President & Chief Financial Officer

Linda M. Discepolo is Executive Vice President and Chief Financial Officer. She holds a Bachelor Of Science degree in accounting from Quinnipiac University and an MBA concentrating in finance from the University of New Haven.  Prior to joining the RWA, she served in various capacities of increasing responsibility at Aquarion Water Company.  Beginning in 2000, she was the Director of Rates and Regulation responsible for the financial affairs for each of Aquarion’s three utility subsidiaries in Connecticut, Massachusetts, and New Hampshire.  Linda serves on the Southern Connecticut State University Foundation Board, and is a member of the American Water Works Association. She was previously active with the National Association of Water Companies. 

Vice President, Asset Management

Edward "Ted" Norris is vice president of Asset Management. He holds a Bachelor’s Degree in civil engineering and is completing an executive MBA, both from the University of New Haven.  He is a registered professional engineer in the State of Connecticut.  Ted is a past-president of the Connecticut Water Works Association, past-chairperson of the American Water Works Association’s Standards Committee No. 257-Pipe Rehabilitation, and is active in the Water Research Foundation’s activities related to distribution systems.  He is also a member of the Greater New Haven Chamber of Commerce’s Economic Development Council.

Senior Vice President, Operations & Business Strategy

Beth Nesteriak is Senior Vice President of Operations and Business Strategy. She joined the RWA in 2013 as Director of Capital Planning & Delivery where she led strategic capital improvement projects. Beth joined the Executive Division in 2016 when she became responsible for the RWA's business transformation, strategic planning and non-core growth initiatives. She was named Senior Vice President of Operations & Business Strategy in August 2018, leading the Operations organization while continuing to oversee business transformation and the execution of the RWA's non-core growth strategy and serving as the chief innovation officer.

Vice President, Finance & Controller


Rochelle Kowalski is Vice President of Finance and Controller. She holds a Bachelor of Arts degree from Russell Sage College and a Master’s degree in economics from Trinity College.  Rochelle has held financial leadership positions at American Water, a large investor-owned water and wastewater utility company, AT&T, and Lucent Technologies and also has independent consulting experience.  She is a member of Financial Executives International, the Financial Executives Networking Group, and the American Water Works Association and is treasurer of the Connecticut Section American Water Works Association.

Senior Vice President, Employee Services

Jeanine F. Reckdenwald joined the RWA in August 2018 as Senior Vice President of Employee Services. Previously, she served as Corporate Vice President of Human Resource of RBC Bearings. Prior to that, she was Vice President of Human Resources at Bristol Hospital and Health Care Group. Throughout her career, Jeanine has been responsible for driving performance through  people strategy, organizational effectiveness, learning and development and a values-based work environment.
