Rochelle has financial oversight of our core utility and commercial businesses. In this capacity, she is responsible for all aspects of the RWA’s finance operations, including accounts payable and treasury, rates and revenues, and our annual budgeting process. In addition, Rochelle has overall management of our Ten-Year Financial Model and planning and executing our financing programs, which include debt and bond instruments, Connecticut Drinking Water State Revolving Fund financing, and our banking relationships.
Previously, Rochelle served as Vice President of Financial Services, managing overall responsibility for business financial planning, capital budgeting, accounting, debt management, internal controls, and rate-setting functions, as well as oversight of organizational-wide purchasing.
Prior to joining the RWA, Rochelle held financial leadership positions at American Water, AT&T, and Lucent Technologies. She is a member of Financial Executives International, the Financial Executives Networking Group, and the American Water Works Association.
She holds a B.A. degree in economics and political science from Russell Sage College and an M.A. degree in economics from Trinity College.
